----- 去年九月習近平訪美。根據香港媒體的報導，美國總統歐巴馬對習還抱期望，藉這個機會最後勸說中國在南海問題上讓步。為此安排只有極少數身邊親信參加的私人 晚宴，方便說話。但是習近平軟硬不吃，歐巴馬非常憤怒，宴會結束後指示國安會官員立刻命令美國太平洋司令部司令哈里斯，批准其部隊在南海巡航，還授權必要 時作戰。
事後中國當局才發覺不妙，尤其將損害大批在美國的高幹子弟利益，因此內部吵作一團，不去怪習近平的狂妄無知，而是怪外交部與國安部沒有提供相關資訊。軍隊 更無所適從，中央軍委最清楚自己的實力，因此三令五申下屬不得衝撞，嚴防擦槍走火。十月下旬的香山論壇上，軍委副主席范長龍做出低聲下氣「不訴諸武力」的 保證(http://www.bbc.com/…/151017_china_xiangshan_forum_south-chi…)，讓中國紙老虎面目現形。而國民黨權貴還以中國嚇唬台灣人，馬英九還到太平島配合中國，已經不是白痴，而是下作。
